I have large calves are disproportionate to my body, how can I fix this?

I tried Many schemes known diet, such as South Beach and Atkins, but suggest the loss of weight in the stomach area, but it is not my problem, I have an inch-size 24 E 5'4 "Weight 145 lbs. And I'm 16 and I have 16" calves! does not appear that the calves are enormous, but I am very disproportionate! I tried tons of different cardio exercises like (I made a lot of cycling in the levels low resistance and a large number of elliptical), yoga, pilates, weight and nothing works I also tried to run for long periods time because I heard that the aid, but has become bigger! Both my parents are personal trainers certificate and do not know how to help. I recently went back to school shopping and found that no jeans that I have (including funds from the hood) because they were so tight calves. IF PLEASE help me please. I also consulted a doctor about this and he said he did not know what I say
